The NCC is a chapter of the San Diego World Affairs Council (SDWAC) which is a member of the World Affairs Councils of America (WACA).

The North County Chapter was created in 1986 by members of the SDWAC who had been meeting informally and decided to formalize their activities.  The Chapter has written bylaws, an elected board of directors and officers, an independent budget and regular meetings. The North County Chapter is an entirely volunteer organization with approximately 110 members that has met continuously for over 35 years.  During that time the Chapter provided over 1,720 programs to the North County community. Speakers include international experts from the San Diego and Orange County region and members with specialized international knowledge and expertise.

Until the coronavirus pandemic hit in 2020, NCC had been producing 45 free programs a year, with a yearly attendance of over 3000. During the pandemic, it offered online programs of similar content on a biweekly basis.  In late 2023 NCC resumed its in-person programs, on the biweekly basis it had established during the pandemic, while also preserving the option to attend its programs online for those still preferring remote participation.  Additional insight into how NCC structures and coordinates these programs is provided here.

Finally, the North County Chapter is self-supporting financially. All necessary support comes from dues and donations and generous volunteer work.
